The Missouri Housing Development Commission has raised over four billion dollars to promote the well being of Missouri citizens through affordable housing. The MHDC is active in a variety of programs including mortgage assistance plans, renters help, home improvement loans and rebates, energy costs control, loans, grants and neighborhood development. The commission coordinates with a variety of banks, and in fact offers loans themselves as well. They also work with various private, public, and nonprofit groups to find safe, securing housing for lower and middle income Missouri residents. Funding is provided via sale of mortgage bonds, state assistance and federal budget allotments.

The Housing and Economic Recovery Act of 2008, HR 3221 (“The Act”) was passed by both the House and the Senate and signed into law by President Bush on 7/30/08 (“Enactment Date”). Below is MHDC’s implementation of the multifamily housing provisions related to the federal Low Income Housing Tax Credit and Tax Exempt Bond programs. HR 3221: Provides a 20‐cent per capita Housing Credit cap increase for 2008‐2009 and increases the small state minimum by 10 percent for those same years. (Code §42(h)(3)(I)) MHDC: Staff recommends the commission approve adding the 20‐cent per capita Housing Credit cap increase for 2008‐2009 to the amount of 9 percent credits available for reservation in the 2009 NOFA period.
